DiGi endorses 3G benchmark
Consumers set to gain from code

SHAH ALAM, 19 December 2005: DiGi, which is seeking a 3G spectrum, has endorsed an industry standard on mobile broadband service that will enhance consumer's confidence in the quality of 3G service.

The draft code, "Quality of Service for Voice, Short Message Service and Packet-Switched Traffic for Public Cellular Services", sets performance measures on the three most common bearer service; voice, sms and packet data.

DiGi Telecommunications Sdn Bhd Director of Corporate Affairs, Tunku Alizakri R.M. Alias, said: "We are delighted that DiGi was involved in drafting the technical code, which is intended to foster growth in the mobile communications industry. Now, telcos will have a benchmark to monitor broadband network quality improvement."

DiGi is already providing broadband wireless solutions using its broadband Widest HighSpeed Mobile Coverage to support 3G-type services, including high speed multimedia and mobile Internet access.

"With 3G, DiGi can do even more to enrich lifestyle, optimise business efficiency and adding value to practically everything that our customers do," added Tunku Alizakri.

The draft code is one of six technical codes approved by the board of directors of Malaysia Technical Standards Forum Bhd (MTSFB) on Friday.

In determining Quality of Service (QoS) of data, the draft code notes that "quality of Service tests for packet-switched-data transactions are fairly new in the industry". It cautions there is no "tried-and-true definition" to ensure fair results.

It adds: "Location of the destination server plays a role in determining latency, routing efficiency and many other QoS parameters."

The draft code defines maximum expected delivery as the "time span in which a message shall be received by B Party to rate the transaction successful from the user's perspective". "A Party" refers to the party sending content and "B Party" the party receiving content.

MTSFB is a company designated by the Malaysian Communications and Multimedia Commission (MCMC) to develop, recommend, modify, update and seek the registration of technical codes.

MTSFB will now submit the drafts to the Malaysian Communications and Mulitmedia Commission where it will undergo due process before it can be written into the commission's regulations.

The Malaysian mobile market is already one of the region's most vibrant, with over 60% of the population currently carrying mobile devices.

On Nov 11, DiGi submitted its application for a 3G spectrum, confident a success will give the company a new powerful engine to further enhance the growth and use of broadband mobile services even further.
